Tuition Assistance Top Up

Using Top-Up benefits may be an option if you plan to use tuition assistance (TA) to complete a degree program while on active duty, and don’t plan to continue your education after service. Top-up can also be helpful for just taking a few courses with TA while on active duty; then you can save most of your GI Bill benefits for after service to complete your education program.

Type of Assistance

You need to consider carefully your own situations and contact your School Certifying Official (SCO) to discuss applying for Top-up. For example, if you plan to take expensive courses using Top-up, you need to consider whether you’ll take additional training after you’re discharged from active duty. If so, you need to understand the effect of using the Top-up. You can then calculate whether your remaining benefits will cover the additional training you might need. Get the Top-Up fact sheet.

The Top-up program is only available for recipients of the Montgomery GI Bill – Active Duty or Post-9/11 GI Bill programs.

Available Benefit and Eligibility

Top-up is limited to 36 months of payments. For example, if you are paid Top-up for a three-month course, you use three of the 36 months.

The amount of this benefit can be equal to the difference between the total cost of a college course and the amount of Tuition Assistance that is paid by the military for the course. To be eligible for the Top-up benefit, you must be approved for federal TA by a military department and be eligible for Montgomery GI Bill Active Duty or Post-9/11 GI Bill benefits.

The amount of the benefit is limited to the amount that the person would receive for the same course if regular benefits were being paid. In no case can the amount paid by the military combined with the amount paid by VA be more than the total cost of the course. If you are receiving the Montgomery GI Bill, you will receive the difference between what the DoD pays for the course and the total cost of the course (not to exceed the GI Bill monthly maximum). If you are receiving the Post-9/11 GI Bill your school will be reimbursed the difference between the amount the DoD pays for the course and the authorized maximum tuition and fees for the school.

Your GI Bill entitlement is charged differently depending on which GI Bill program you are using:

  • If you are utilizing the Montgomery GI Bill your entitlement is charged based on the dollar amount of benefits VA pays you. You will be charged one month of entitlement for each payment you receive that is equal to the full time monthly rate for the GI Bill. View the current payment rates.
  • If you are utilizing the Post-9/11 GI Bill your entitlement is charged based on the training time you are enrolled in. If you are going to classes at the half-time training level you will be charged for a half month of Post-9/11 GI Bill benefits for each month you are enrolled and receiving GI Bill benefits no matter how much money you are reimbursed.

Retiring and Over Age 65-Credible Prescription Coverage

If you are over the age of 65, you may receive a letter from the Department of Health and Human Services stating “it appears you did not have prescription drug coverage that met Medicare’s minimum standards.” The letter goes on to indicate you may be subject to a late enrollment penalty.

Retiree Request for Change Form

If you wish to refuse medical coverage, you must complete the Retiree Request for Change Form. Retirees who refuse coverage will not be able to re-enroll at a later date.

If your eligible dependent loses coverage and needs to enroll in the Penn State Retiree Medical Benefits as your dependent, please complete the Retiree Request for Change Form. If your dependent is also Medicare eligible, they will also need to complete a Freedom Blue application and provide a copy of their Medicare card outlining the Part A and Part B effective dates.

Retiree Billing Process

We have contracted with Lifetime Benefit Solutions to administer, bill, and collect the health care premiums from all of our retirees who have the Penn State medical benefit.

  • ACH forms need to be completed with Lifetime Benefit Solutions.

Zostavax/Shingles Vaccine For Medicare-eligible Freedom Blue PPO members:

This vaccine is covered under the Part D drug benefit. You will pay the $20 prescription copay if you receive the vaccine at a pharmacy that provides them. A great resource for you is the pharmacy at Wegman’s. who has stores across the state of Pennsylvania, for your convenience. To find a Wegman’s pharmacy near you, please use the “Find your store” feature on the Wegman’s website.

IRS Forms for 2017

Form 1095 for the Affordable Care Act is often called the “W-2 of benefits”.

Updated December 2016: On November 30, 2016, the IRS extended the due date for the 2016 form 1095-C reporting requirements. This means that the original deadline for issuing form 1095-C to employees has moved from January 31, 2017 to March 2, 2017. You will receive your 2016 form 1095-C prior to the revised deadline of March 2, 2017.

You will only receive this form if you are a benefit-eligible employee with the University. These forms are similar to your W-2 and while not required to file your 2016 tax return, they will be required when filing your taxes with the IRS in future years. The 1095-C will be mailed to your home address from Equifax, Penn State’s partner in 1095 form administration.

Important Past Updates

For the Medicare-eligible retirees in the FreedomBlue PPO, effective March 1, 2013, ALL Geisinger physicians and hospitals will be out-of-network providers, as described within. The out-of-network benefit for the FreedomBlue PPO has a maximum out-of-pocket of $750 per person, per year.

Enter our modern 26,900-square-foot campus and prepare to change your life. Oklahoma Veteran Housing Benefits

Oklahoma Veteran Financial Benefits

Property Tax Exemption
Tax Exemption for 100% Disabled Veterans for sales tax, excise tax, and ad valorem tax (Spouse included for ad valorem tax only)

Income Tax on Military Pay
The first $1,500.00 of military salary is tax-exempt.

Income Tax on Retirement Benefits
The greater of 75% of retirement pay or $10,000 is tax exempt.

Sales Tax Exemption
Veterans who are rated 100% permanently and totally disabled by the VA are exempt from state sales tax.

Oklahoma Financial Assistance Program
A program to provide financial aid to Veterans, their Spouses, Widows, and Children who are experiencing an emergency due to an interruption or loss of job and income resulting from illness, injury or disaster such as loss of home due to fire, flood or storm. Unemployment not resulting from the above cannot be considered a reason for granting emergency funds. These funds are designed for one-time emergency aid and not as recurring source of income. Financial Assistance funds are to be used only for the actual necessities of food, rent and utilities for Veterans and their dependents. The funds cannot be used for old debts, doctor or hospital bills, car payment, etc.

Oklahoma Veteran Employment Benefits

Veterans Preference
In establishing employment lists of eligible persons for competitive and noncompetitive appointment, certain preferences shall be allowed for veterans honorably discharged from the Armed Forces of the United States.

1. Five points shall be added to the final grade of any person who has passed the examination and has submitted proof of having status as a veteran or unremarried surviving spouse of a veteran.

2. Ten points shall be added to the final grade of any war veteran of the Oklahoma Statutes who has passed the examination and has submitted proof of having a service-connected disability as certified by the Veterans Administration or Agency of the Defense Department within six months of date of application.

3. In addition to the 10 points preference such eligible war veterans who are in receipt of benefits payable at the rate of 30% or more because of the service-connected disability, shall be considered Absolute Preference Veterans. Their names shall be placed at the top of the register, ranked in order of their examination scores. Absolute Preference Veterans shall not be denied employment and passed over for others without showing cause.

Oklahoma State Recreation Benefits

Hunting And Fishing Permit For Disabled Veterans
Free hunting and fishing permit for legal resident veterans having a disability of 60% or more exempt from the Wildlife Land Stamp requirements;

Legal residents having proper certification from the VA certifying that the person is a disabled veteran may purchase a disability lifetime combination hunting/fishing license. The fees for the license are:

  • $200 for veterans having a disability of LESS THAN 60%;
  • $25.00 for veterans having a disability of 60% OR MORE. (The $25.00 license provides some additional tags not included in the free permit.)

Persons with a VA certified 100% disabled veterans are exempt from the fees for:

  • the DEER GUN HUNTING License;
  • the DEER ARCHERY HUNTING License;
  • the PRIMITIVE FIREARMS License;
  • BONUS, SPECIAL, OR SECOND DEER GUN HUNTING License

Hunting And Fishing License For Nonresident Military
All nonresident active duty military personnel, along with their dependents, can purchase any annual resident license issued by the Oklahoma Department of Wildlife Conservation.

Free Admission To State Owned Or Operated Parks Museums
All honorably discharged Veterans who are currently Oklahoma residents shall be allowed free admission to all state-owned or state-operated parks and museums.
