How to Cash a Check Without a Bank Account

For most American consumers, cashing a check is simple – they simply deposit it at their bank’s ATM or through a teller. But according to the FDIC, 20 percent of U.S. households either don’t have bank accounts or rely on alternative channels for financial services, such as check-cashing.

For these consumers, what is the cheapest way to cash a check?

Check-cashing stores. Local mom-and-pop stores often come to mind when you search for checking-cash services. However, they can be costly.

Some check cashers may impose a fee equivalent to a percentage of the check value. Others may charge a flat fee in addition to a percentage fee. For large checks, these check-cashing facilities can be rather expensive.

Fewer banks and branches, but more wearables? Convenience and mobile tech are driving this industry’s evolution.

For instance, to cash a $1,000 check, a $5 plus 1 percent fee means you’ll pay $15 for the check-cashing service. Other places are likely to have lower fees.

The check-issuing bank. A bank will only cash a check for a non-customer if a check is issued by that specific bank. Even then, the non-customer could face a check-cashing fee, which varies from bank to bank. For instance, TD Bank charges $5 whenever a non-customer wants to cash a TD Bank check. Meanwhile, Citibank doesn’t impose a fee when a non-customer wants to cash a Citibank check under $5,000.

More often than not, a non-customer will be persuaded to open an account with the bank to avoid paying the fee .

Retailers. Major retailers, such as 7-Eleven, Wal-Mart and some supermarket chains, offer check-cashing services, which likely cost less than those available at check-cashing stores and banks.

At some 7-Eleven locations, you can find kiosks that let you cash checks for a flat 0.99 percent convenience fee. Wal-Mart charges $3 for checks of $1,000 or less and $6 for checks greater than $1,000 and no more than $5,000. (The limit increases to $7,500 from January to April for tax refund checks.)

Prepaid accounts. As financial institutions and other companies find that a large portion of the American population is unbanked or underbanked. they have offered prepaid card accounts to cater to this consumer segment.

For example, Chase offers a prepaid card that lets you deposit checks at any Chase ATM for free, but the card has a $4.95 monthly fee.

A company called Ingo Money works with a long list of prepaid cards to provide mobile check deposit for these card accounts. With the Ingo Money app, you can use your smartphone to take pictures of checks to deposit them into a prepaid account. There is a 1 percent to 4 percent fee for this service and minimum fee of $5 per transaction. However, users will not pay a fee if they choose to wait 10 days for the funds to be deposited.

Shop around. As with every consumer-spending decision. it is best to shop around for a better price. If you frequently use alternative methods of cashing checks, you should research locations nearby for the cheapest fees, so you’ll know where to go whenever you’re in need of check-cashing.

Confused about the cost of LASIK? It’s understandable. After all, if you want to buy a mobile phone or a dining room table or an automobile, all you have to do is go online and do a search to compare prices.


With elective surgeries such as LASIK. solid price information is hard to find online, and the cost of LASIK eye surgery can vary quite a bit from one provider to another. Prices depend on what technology the surgeon uses, how much vision correction you need, how difficult your procedure is and more. We explain these factors in our article, “How to Compare Laser Eye Surgery Costs .”

Here are average prices for LASIK and other excimer laser vision correction procedures (PRK. Epi-LASIK. LASEK ) performed in the United States in 2015. These figures are based on an annual survey of refractive surgeons conducted by a leading vision care industry analyst.

Average LASIK Eye Surgery Costs

Keep in mind that these prices are for LASIK or other laser vision correction performed on one eye only. To estimate your cost of LASIK on both eyes, you need to double the price quoted.

Cost of LASIK, per eye (2015)

Also, if you choose bladeless LASIK. where the corneal flap is created with a femtosecond laser instead of a microkeratome. expect to pay at least a couple hundred dollars more (per eye) than the average prices quoted here. The same is true if you choose custom LASIK that employs wavefront technology for the most precise vision correction possible.

In 2015, the average price for LASIK and other types of laser vision correction surgery was $2,077 per eye. This is slightly lower than the average price in 2014, which was $2,118 per eye.

Pricing Methods

More than 3 out of 4 refractive surgeons (78 percent) said they quote a single price for LASIK and other excimer laser-based procedures for all patients, according to a 2015 survey.

The other surgeons (22 percent) quote different prices depending on the technology used and/or the amount of refractive error and vision correction required by the patient.

Charging a single price means newer technologies such as customized wavefront procedures and laser-created flaps are not priced separately as “extras” that are charged in addition to a basic fee for a laser vision correction procedure.

Are Bargain Prices Available For LASIK?

It’s not unusual to see advertisements promising LASIK for less than $1,000 per eye, which may sound like a great bargain.

But it’s likely that:

  • The “bargain” LASIK price is only for the correction of mild nearsightedness. If you have farsightedness, astigmatism, or moderate to high amounts of nearsightedness, the cost of LASIK may be significantly higher than the advertised price.
  • The offer price doesn’t cover all fees. For instance, you may have only a limited number of follow-up visits, and if there’s a problem, additional post-op care could cost extra. Also, the cost of enhancement/retreatment surgeries probably are not included, and you may even be charged extra for your initial consultation.
  • Your procedure may be performed with older technology. This isn’t necessarily bad, but newer technologies do offer the possibility of a more precise LASIK procedure, with less risk of complications. For example, for $499 you likely won’t receive custom LASIK or bladeless (all-laser) LASIK.

If you’re considering LASIK for an unusually low cost, make sure you get a written quote that itemizes everything in the offer. Read the fine print, and ask about all potential extra fees before going ahead with the procedure.

How To Make LASIK Surgery More Affordable

There are a number of ways to make the cost of LASIK more affordable.

Many eye care practices offer financing for LASIK and other vision surgeries. Several financing companies specialize in elective surgical procedures like LASIK and offer plans with fixed rates and long-term payments. Most LASIK surgery centers and private medical practices offer financing plans administered by these companies to their patients.

LASIK Pricing Method (2015)


Most U.S. refractive surgeons charge a single price for all their laser procedures; others charge various prices according to the technology used or the severity/type of vision correction required by the patient.

Most vision insurance plans don’t cover refractive surgery because they consider it cosmetic and therefore medically unnecessary. However, some employers make arrangements with a given LASIK center (or refractive surgery center) for a special price.

Note that some large employers offer subsidized health plans that cover at least part of LASIK costs. If you work for a major company, ask about possible benefits that might cover elective corrective eye surgery procedures .

Also, Flexible Spending Accounts (FSAs) are often used to pay for laser eye surgery. This is where you can divert pre-tax salary into an account for out-of-pocket health care, if your employer offers it.

In 2016, the maximum employee contribution to an FSA was $2,550. So it’s likely you still will have to pay a portion of your LASIK surgery by other means if you use an FSA to help pay for your procedure.

Another option is to set tax-free money aside in a Health Savings Account (HSA) to pay for LASIK surgery. To be eligible for an HSA, you must be covered by a high-deductible health plan (HDHP) at work.

You can add tax-free contributions to your HSA each pay period, up to an annual limit of $3,350 for individual coverage and $6,750 for family coverage (2016 limits). And, unlike an FSA, any unspent money in your HSA at the end of the year “rolls over” so you can use it the following year or sometime further in the future.

So, depending on your budget, you could save enough money to pay the entire cost of your LASIK surgery by contributing money to your HSA over a period of two or more years.

If you’re in the U.S. military, LASIK and other corrective vision surgery options may be available to you free of charge. Your eligibility would depend at least partly on the nature of your duties.

A final note: You may be tempted to choose a surgeon based only on the fee charged, but that may be unwise. It’s better to choose the best surgeon you can find and then, if you need it, get the most affordable financing you can.

Application Fee and Fee Waiver

Applicants will be required to pay the application fee or to request a fee waiver at the end of the online application.

Application fees as of September 1, 2016 can be found below:

U.S. Citizens Permanent Resident Applicants: $105.00

International Applicants: $125.00

Only U.S. citizens and permanent residents may request a waiver of the application fee. Applicants must provide supporting documentation within two weeks of the application submission date.

Applicants may qualify for a Fee Waiver upon verification of one of the following:

  • Need-Based Federal Aid – FAFSA report, Financial Aid Award Letter, or document posting Federal need-based aid.
  • Financial Hardship – Recent state or federal tax forms, exhibiting the number of dependents and the adjusted gross income or Federal 1040 forms. See the “Income Eligibility Guidelines” link for more information.
  • U.S. Military Service – Copy of DD 214 (Air Force, Army, Coast Guard, Marines, Navy) or if active duty, send an email with your legal name, date of birth, and branch of service.
  • Graduate Prep Program Participation – UC San Diego provides a fee waiver for applicants who have participated in specific graduate programs. Note: Not all graduate preparation programs are eligible for the fee waiver. On the “Additional Information” page of the online application select the program in which you participated. The name and business email address of the program director are required for the UCSD Graduate Admissions staff to verify your participation. If this verification cannot be completed, you will be asked to provide additional information or pay the application fee.

Complete the online application. The option to request a fee waiver is provided before the official submission of your application.

Review the “Apply for Fee Waiver” section, sign, and submit. This action submits your final and official application to UCSD Graduate Admissions.

Check your email. A confirmation email with be sent with further instructions for submitting your verification.

American Express cash advance from an ATM has high fees

I’ve been a longtime American Express cardholder – for both personal and business – but this is the first time I have ever received a letter like this one. AmEx automatically enrolled my business credit card for ATM cash withdrawals with an assigned PIN.

The funny thing is that I have had this card for several years, so it’s quite odd that all of a sudden they are automatically adding this feature to my account. They must be under the gun to ratchet up profits to hit their quarterly bonus numbers.

What’s the catch?

Is an American Express cash withdrawal free? Uh, not exactly. Not even close.

It’s true that you can use your credit card at over 800,000 ATM locations around the world. But this benefit comes at a cost and it s a stiff cost at that. Here’s how it works.

1. Find out how much you can get – As you see in the letter, they don’t specify how much you can get. If you login to your American Express account, click on “Check Your Spending Ability” where you will be taken to a screen like this:

Enter how much you want and submit – it will spit back whether or not the amount is acceptable.

Through trial and error, starting at a $10,000 request, I determined that AmEx was only willing to let me withdraw $1,000. Everything above that amount was denied. What s up with that?

2. Know the cash advance interest rate – Unlike regular purchases, with cash advances there is no grace period. Interest will begin accruing the very moment you withdraw the cash. Not to mention, the rate will be significantly higher than your purchase APR. For some reason when you tap in to the cash advance line of a credit card it s treated very differently than just buying something for the same amount. Cash seems to make card issuers nervous for some reason, but they re a risk averse lot.

That’s what was seen on the application for the Blue Cash card when I wrote this. Note that the rate might have changed since, but using this as an example, it means you would be paying 25.24% starting the same day you get the money.

3. Know the cash advance fees – As if the sky high cash advance interest rate isn t high enough, you will also be charged a cash advance fee. Here is an example but what your American Express card charges may differ:

4. Find a participating ATM – Their listing can be found at findanamexatm.com. The participating ATM networks are: NYCE, PLUS, STAR, Accel Exchange, AFFN, US Bank, and Fifth Third Bank.

5. Get your money – If any or all of the above hasn t failed to deter you from getting an American Express cash advance, then go for it. As the saying goes a fool and his money are soon separated.

Is it ever worth it?

There are very few scenarios I can think of where one could argue that the American Express ATM fees + APR + cash advance fees are a logical choice. Other than some extreme emergency where currency is needed immediately, I can’t think of why anyone would use this feature. Even if you re drunk and have run out of chips at the casino (actually the banks have already thought of that and most ban cash withdrawals at casinos). It’s simply too expensive and should only be used as a last resort. But not to beat up on them, because all banks charge equally outrageous fees and rates to do ATM withdrawals. Just be aware that they are an option, but an option best avoided. Hopefully anyone with good enough credit to have an American Express card has access to a funded checking account and a Visa/MasterCard debit card tied to that account in order to access cash without a stiff fee.
