In America, health care should be a right for all, not a privilege for the wealthy few. House Democrats are fighting to ensure that every man, woman, and child has access to the quality, affordable health care, providing coverage for millions of uninsured Americans, strengthening the Medicare system, expanding insurance for low-income children, funding cutting-edge research into cures for disease, and giving patients the power to take charge of their health.

That is why we enacted the Affordable Care Act: a historic law that ensures all Americans have access to quality, affordable health care and significantly reduces long-term health care costs. This landmark legislation is empowering millions of Americans with newfound health security and the personal and economic freedom it provides—giving more Americans the liberty to lead healthier lives and pursue their hopes, dreams and happiness.


House Democrats continually work to implement and improve health care reform to ensure that the best health care system in the world only gets better. Thanks to the Affordable Care Act, Americans are already seeing lower costs and stronger coverage:

  • 105 million Americans have had a lifetime limit on their coverage eliminated.
  • Up to 17 million children who have pre-existing conditions can no longer be denied coverage by insurers.
  • 2.5 million additional young adults up to age 26 now have health insurance.
  • 5.1 million seniors and people with disabilities have saved $3.2 billion on their prescription drugs.

The reforms in the Affordable Care Act have transformed the quality of coverage that Americans can expect from their health care plan:

  • If you are a young adult, you can now stay on your parents health plan until your 26th birthday. if you do not have coverage of your own.
  • If you are among 4 million eligible small businesses, you can receive tax credits if you choose to offer coverage to your employees covering 35% of the cost of coverage.
  • Now, you can no longer be denied coverage by an insurance company for having a “pre-existing condition.”
  • Your insurance company can no longer place a lifetime limit on your coverage. Such limits have caused some families to declare bankruptcy.
  • If you are a senior, you will now be receiving a 50% discount on brand-name drugs if you enter the Medicare Part D ‘donut hole coverage gap a discount that grows until the ‘donut hole is closed in 2020.
  • You can no longer be dropped from coverage by your insurance company simply because you get sick .
  • Your insurance company can no longer place restrictive annual limits on your coverage .
  • If you are in a new plan, you now have free coverage of key preventive services. such as immunizations, mammograms, and other cancer screenings.
  • Your insurance company must now spend at least 80 percent of premiums on covering medical services rather than administrative expenses, CEO pay, and profits.
  • Your insurance company must now publish on the Internet detailed justifications for any premium increases they are seeking that are more than 10 percent.

J ennifer Hughes s placenta was delivered ten minutes after her first child, just before midnight on March 31. It was on the large side, with a liverish texture and a bluish tinge; it measured nine inches in diameter and weighed a pound and a half. Placentas are considered biohazardous waste by the medical Establishment and are usually disposed of accordingly. Some hospitals send the afterbirth in formaldehyde to a pathology lab for analysis before it is carted off by a tissue-disposal service; others toss it out with bloody miscellany in special containers.

But in the birth plan that Hughes brought with her to Beth Israel Medical Center, she specified that she wanted to keep her placenta, for cultural reasons. Complying with New York State health regulations, which says that hospitals �may, at the request of a patient or patient s representative, return a healthy placenta for disposition by the patient,� the hospital allowed her to take it home, and even packed it up for her.

In some cultures, it is customary to bury the placenta and plant a tree over it.

Hughes had other plans. She was going to eat it.

E arly the next morning, a 28-year-old woman named Jennifer Mayer is driving a Subaru from Manhattan over the Brooklyn Bridge with an opaque takeout container in the passenger seat. Inside the container is a gallon-size Ziploc bag, and inside the bag is Jennifer Hughes s placenta.

Mayer�an upbeat, blue-eyed blonde from upstate New York�is a professional placenta-preparer. Her job is to transform placentas into supplements that are said to alleviate postpartum depression, aid in breastmilk production and lactation, act as a uterine tonic, and replenish nutrients lost during pregnancy. Her clients are mostly middle-class, like Hughes and her husband, Doug, who are college-educated, in their thirties, and live on a gentrifying street in Crown Heights. On this dreary April morning, Mayer is driving the afterbirth to their apartment to begin preparing it.

�It s the freshest placenta I ve ever worked with!� she says, glancing over at the container as the car lurches through traffic. Mayer speaks about the organ in tones most women reserve for newborns: ��perfect,� �beautiful,� �precious.�

Her enthusiasm isn t unfounded. The placenta feeds the baby until birth, filtering toxins while letting in vitamins, minerals, oxygen, and other nutrients from the mother s bloodstream. It even helps reduce the risk of transmitting viruses, including HIV, from mother to child.

Mayer, who also works as a massage therapist and doula, first became interested in placentas as a student at the University of Colorado. After reading up on the purported benefits of consuming one s afterbirth and learning that a client was planning to try it, Mayer decided that she wanted to offer her customers placenta capsules: dried, ground afterbirth packaged into a clear pill no bigger than a regular vitamin supplement.

The technique, called encapsulation, was not widely practiced in Colorado and, until quite recently, was practically unknown on the East Coast. But Mayer found a doula who conducted training sessions with donated placentas, and started her business, Brooklyn Placenta Services, shortly thereafter.

�They re happy pills,� Mayer says. �They re made by your body, for your body. Why wouldn t you want to try?�

I n 1930, the researchers Otto Tinklepaugh and Carl Hartman described a female macaque monkey eating her placenta. �After licking the afterbirth, she begins the grueling task � of consuming this tough fibrous mass,� they wrote. �Holding the organ in her hands, she bites and tears at it with her teeth.� Tinklepaugh and Hartman could not determine the precise reason why macaques�and virtually every other land mammal�eat their own placenta. To this day, the reasons remain unclear.

Mark Kristal, a behavioral neuroscientist at the University of Buffalo, is the country s leading (and quite possibly only) authority on placentophagia, the practice of placenta consumption. He has been researching the phenomenon for twenty years, and concludes that it must offer �a fundamental biological advantage� to all mammals. What this advantage is, he writes in one of his papers, �is still a mystery � in fact, a double mystery. We are not sure either of the immediate causes � nor are we sure of the consequences of the behavior.� But placentas have carried a special spiritual significance in some cultures. In ancient Egypt, it had its own hieroglyph, and the Ibo tribe in Nigeria and Ghana treats the placenta like a child s dead twin. In traditional Chinese medicine, small doses of human placenta are sometimes dried, mixed with herbs, and ingested to alleviate, among other things, impotence and lactation conditions. And in modern medicine, doctors often bank umbilical-cord blood to treat genetic diseases with harvested stem cells.

According to Kristal, the first recorded placentophagia movement in America began in the seventies, when people residing in communes would cook up a placenta stew and share it among themselves. �It s a New Age phenomenon,� he explains. �Every ten or twenty years people say, �We should do this because it s natural and animals do it. But it s not based on science. It s a fad.�

IoT and health data: 6 security best practices

The healthcare industry is facing some big challenges right now when it comes to data protection. The staff at MedStar Health, a network of hospitals and clinics in Washington DC, was recently forced to go offline and back to paper charts to record data when computer systems were hacked. And as TechRepublic has previously reported. 110 million Americans had their health data security compromised in hacks in 2015. IoT connected healthcare devices pose a particular challenge since this is such a new and rapidly changing area of focus for companies.

We talked with John Barco, VP of Product from security software maker ForgeRock, Sven Junkergard, CTO of Zephyr Health and Lidia Fonseca, CIO of Quest Diagnostics and asked them about best security practices when dealing with users’ health data. Here are some takeaways:

1. Weigh the costs of collecting data vs. potential benefit to users.

“Data collection should be driven by the same principles as the overall design process,” said Junkergard. “There are many reasons to collect data but at the end of the day, if they cannot be linked back to how the patient benefits, you should question why that data is being collected. Companies that are focused on a patient-centric approach are in fact doing this the best.”

2. Know users’ patterns, and have security measures in place if suspicious action is detected:

“It is no longer sufficient to simply authenticate and authorize users,” said Barco. “Healthcare organizations should be looking for technologies that enable continuous security for connected users, things, and cloud services. It is not just a matter of credentials; it is a matter of circumstance. Does the patient, doctor, nurse, or device usually log in from Thailand? Do they usually log in from a desktop computer? What time does the login usually occur? What kind of data do they usually access? There are additional ways to authenticate the legitimacy of the user’s identity and their access rights, whether with text codes, emails, security questions, or biometrics. If a suspicious action is detected, for example, a user moves from a protected network at the hospital to an unprotected network at the nearby coffee shop, you want to be able to apply step-up authentication and require further authorization for the session to proceed.

3. Be proactive and prepared for change:

Junkergard gave these two security management tips:

1. Ensure end to end secure management of the data. The days of seeing some aspects of the data transmission chain as inherently safe and not requiring any particular attention to data security are long gone. For each step, define what is necessary and appropriate. It will likely vary.

2. Be prepared to change as the environment around you changes. It is likely that compliance requirements and standards will evolve throughout the life-cycle of a device.

4. Take a look at security practices beyond what’s covered by HIPAA.

“There are parts of the patient privacy area that are well defined and standard practice today such as some of the requirements associated with HIPAA,” said Junkergard. “In other areas, going through a standard requirements definition phase where you define actors, roles and use-cases generally drive data access and patient privacy requirements. If that kind of design aspect is not already part of your existing process, I am a big believer in bringing in the right type of expertise that has gone through this process previously. Being proactive rather than reactive as it relates to anything security and privacy related tends to pay huge dividends down the line.”

5. Give users control over who can access their data, for how long and under what conditions.

Traditionally, the medical world hasn’t been quick to give patients access to their own health records, but Barco said that needs to change with IoT devices. “End-user or patient consent is crucial here. Healthcare providers need to seek out technologies that enable them to give patients control over their health data with user-managed access,” he said. “For example, think about all the data relationships surrounding in-home patient care, the number of people getting access to patient data from wearables such as COPD patches, heart monitoring systems etc. Not everyone needs the same access to that data. A caregiver may only need view only access and only for a month whereas the doctor could have access to download the data. A third-party may request access and you, as the patient should determine whether or not to grant access. And because this data is personal, whoever is requesting access should prove whom they are with additional identity verification, thereby ensuring greater security.”

6. Use good security practices as a jumping off point for innovation

You’ve probably heard of Quest Diagnostics if you’ve ever had any kind of medical lab work done. They collect almost 500,000 samples for testing each day. Quest isn’t involved in the IoT space, but has made the leap from just being a lab test provider to a data analytics company as well. Quest’s informatics branch mines public health trends from de-identified lab test results, and the company has partnered with Inovalon, an analytics company, to create decision making software for doctors, called Data Diagnostics, based on the huge amount of data gathered from lab test results. “Our move into analytics to a large degree builds on our existing capabilities and protocols for data security,” said Fonseca. “Good data security procedures, whether for mobile devices or other platforms, foster the flexibility to accommodate new technologies.”

Health informatics is a new field of study involving the use of information technology devices for computing and communication in medicine. Students of informatics learn how to design systems that support the operation of different medical environments (for example, a hospital, research laboratory, or doctor s office) and how to store and utilize the vast amount of medical data that s now kept on every patient contact.

Government Scholarships

Lister Hill National Center for Biomedical Communication

The Lister Hill National Center for Biomedical Communication at the National Library of Medicine has a postdoctoral fellowship program open to graduate and medical students called the Clinical Informatics Postdoctoral Fellowships. Applicants must have medical degrees or doctorates in medical informatics, and those who are accepted will work in existing research projects in areas like developing standards for digitizing medical records and processing natural language or images.

Centers for Disease Control and Prevention

The Centers for Disease Control and Prevention sponsors the Public Health Informatics Fellowship Program. which lasts two years and trains students who have either medical or masters-level degrees in health informatics to solve problems in public health using information systems. You should have research experience as well as experience in the fields of public health and informatics.

If accepted, you ll work primarily at the CDC and also be required to travel.

College Scholarships

The following are some of the many forms of financial aid available to those who want to study health informatics. Most medical schools offer this type of assistance to their students. If you re interested in a fellowship that begins when you graduate, there is a long list of schools that provide such fellowships here .

University of Missouri

The Department of Health Management and Informatics at the University of Missouri has a number of options for students seeking scholarship funding. Here are three of them:

  • The Foster McGaw Scholarship in the amount of $500 is given to a student chosen by the department.
  • The Ernst Young Health Informatics Scholarship is based on academic performance. There is one award for $5,000 and sometimes also others for $1,000 each.
  • The HMI Alumni Scholarships, and for information on those you should contact the department directly.

Indiana University (Bloomington)

Indiana University (Bloomington) s School of Informatics and Computing hands out three scholarships. and here are brief descriptions:

  • The Cecil (Corky) Richmond Scholarship, which brings as much as $5,000, is given to a freshman and may be renewed for four years if the recipient maintains good standing at the university.
  • The School of Informatics and Computing Direct Admit Scholarship ($1,000) is also intended for a freshman and also renewable, and chooses the student who has the most academic promise as shown in test scores and the application essay.
  • The School of Informatics and Computing Hudson and Holland Matching Scholarship is awarded to a student who receives funds from the Hudson and Holland Scholars Program for students from underrepresented groups who have achieved academic excellence.

Scholarships From Private Organizations

Healthcare Information and Management Systems Society

The Healthcare Information and Management Systems Society (HIMSS), which has numerous chapters all over the country, offers two student scholarships. and its chapters underwrite others. These are the two categories of HIMSS awards:

  • The Healthcare Information Management Systems scholarships, three in number, go to an undergraduate, a masters student, and a doctoral student who are members of HIMSS. Undergraduate applicants must be at least juniors, and the scholarships are one-time gifts.
  • The Richard P. Covert, Ph.D. LFHIMSS Scholarship for Management Systems goes to a student member who promotes the use of Management Engineering.
