Our Mission

Program Overview

The Ph.D. Program in the Department of Public Administration and Policy is a full-time, cohort-based degree that prepares students for careers in research and teaching in the fields of public administration and public policy. From the first day of orientation to the final dissertation defense, each student works one-on-one with a faculty mentor to develop the skills needed for a career in academia. By the time they graduate, virtually all of our students have presented their research at key conferences and published their work in peer-reviewed academic journals. Our philosophy is that doctoral education should be about much more than coursework. Our program provides a comprehensive, multifaceted introduction to the research enterprise and what it means to be a scholar in public administration and public policy.

Businesses can choose to work in a way that profits only the owners or in ways that benefit the community. Working ethically means acting in ways that are both fair and honest.

What is ethical behaviour?

A big business has a lot of power, which it can either use responsibly or selfishly. Many firms operate to meet the needs of owners. Ethical firms also carefully consider the implications of what they are doing and the effect it might have on the community and the environment.

Ethics is about doing the right thing. Ethical behaviour requires firms to act in ways that stakeholders consider to be both fair and honest. Managers making ethical decisions take into account:

  • Impact. who does my decision affect or harm?
  • Fairness. will my decision be considered fair by those affected?

Many owners believe that acting ethically increases costs and so reduces profits. For example, a business can cut costs by hiring child labour at very low wages in developing countries. Paying below average wages lowers the firm’s total costs.

Other businesses such as the Fairtrade Foundation have built an ethical brand image. believing that customers are prepared to pay more for products that consider the environment and pay a reasonable wage. Higher sales compensate for higher costs.

Profits from acting ethically are higher than firms that only consider their own narrow self-interest.

Business activities that meet the requirements of the law, but which are considered unfair by stakeholders can result in bad publicity. For example, a restaurant that pays minimum wage but keeps staff tips to boost profits is not breaking the law. It does, however, run the risk of losing the goodwill of customers.

Why Communication Studies?

Communication Studies has been at the heart of the Liberal Arts since the beginning of higher education in the West some 2,500 years ago. When the Greeks began studying the Liberal Arts, the very first subject that they focused on was rhetoric, what we now would call communication. They began with the study of communication because they knew that when people exist in a community of any kind, the three most basic skills that they need are the ability to listen to what someone else says and judge whether their comments are sensible and to devise a response. What was true 2,500 years ago is still true today.

Our Distinctiveness

The Communication Studies Department at KU has a long history of excellence in teaching and research. Communication Studies faculty members have been recognized many times as among the best teachers in the university. And faculty have national and international reputations as scholars in diverse areas of communication studies.

The department is the host of the KU Debate program. a program that’s consistently ranked among the five best programs in the nation, along with schools like Dartmouth and Harvard. The program also hosts the inter-disciplinary leadership studies minor because of the centrality of communication to leadership activities.

Areas of Emphasis

Faculty members in Communication Studies teach and research in two main areas: Rhetorical and Political Communication and Communication and Relationships. The department offers a wide variety of courses in these areas. Faculty have been very productive scholars in each area. Many faculty members have a national or international reputation for research in these areas.

Rhetorical and Political

Rhetorical and Political Communication-Communication Studies faculty study the way that people use communication in public life, in politics, social movements, and all aspects of modern culture. Within the area of public communication, faculty members focus on a number of sub-areas:

  • Rhetorical and Political Theory and Criticism. In this area, faculty study study theories describing, explaining and evaluating how humans communicate in public settings and methods for analyzing and evaluating rhetoric and political communication.
  • Historical and Contemporary Rhetoric-the study of important works of public communication, including speeches that influenced the development of the United States and social and cultural movements in the United Sates and the world.
  • Political communication-the study of political communication processes, including campaign communication, political rhetoric and new technology. In this area, faculty use both social scientific and humanistic methods to analyze political communication.
  • Argumentation-the study of how rational forms of communication work (and fail to work). Leadership-the study of how to effectively engage in the process of leadership through skillful communication practices.

Communication and Relationships

Faculty members in this area study study the way communication functions in relationships of all types from those present in a romantic or family setting, to those found in a large organization. Within this area, faculty members focus on a number of sub-areas:

  • Interpersonal communication-the way that communication functions in relationships and the family. Faculty focus on both unmediated and mediated interpersonal communication, such as on the internet.
  • Small group and organizational communication-the study of how communication functions in teams and groups and larger organizations, including a focus on both the macro and micr-organizational contexts.​
  • Social scientific theories and methods-the study of theories drawn from the social sciences and social science research methods.
  • Intergroup communication-the the study of how communication practices vary among different groups, including a focus on intercultural communication and communication and aging. One common place that such communication occurs is in new communication technology.

Graduate Program: While there are many fine graduate programs in the nation, there are four ways in which the KU program excels.

  • The first is a commitment to teaching that has resulted in numerous honors for both the department and individual faculty. The list of significant teaching awards won by the department and by KU faculty members is a very long one. Virtually every faculty member who has been in the department for more than a year or two has won one or more significant awards. Several faculty members have won multiple awards at KU, as well as national and regional awards.
  • Second, the department is student-friendly and works extraordinarily hard to nurture graduate student teaching and research. Surveys of graduate student satisfaction place the department at the very top of the discipline.
  • Third, KU faculty members are not only fine teachers, but committed and very productive scholars. Note the Doctor of Philosophy originally was a religious degree and still can be obtained in its original form only in seminaries and religious universities around the world. The Esoteric Theological Seminary, the educational institution of the Esoteric Interfaith Church, Inc. is part of that unbroken heritage of religious schools, and is one of the few places you can get the original religious Ph.D. (See the History of the PhD if you are interested in the historical evolution of the Ph.D. from religious degree to academic degree).

Just follow these Steps:

1. Fill out the Ph.D. Application. Ordination as a minister is FREE with your PhD.
2. We notify you of acceptance usually within 24 – 48 hours of receiving your Ph.D. application. Pay one-time Tuition Fee of $890.00, which includes everything: Ph.D. degree diploma, Certificate of Ordination, wallet cards showing both your new credentials in miniature, and free shipping.

PAYMENT PLAN: Our tuition costs are the lowest among Seminaries, but still we recognize some applicants may not be able to submit the entire $890 tuition up front, so we have a Payment plan available .

7. OPTIONAL: Take our enjoyable online Ph.D. Religion course (not required depending on your field experience, life experience and previous religious education). Upon application you will be sent links to our other online PhD courses you may complete.

Your Degree Diploma: Once the above steps are all met, we will send you your beautiful bonafide diploma — with raised seal, official logo, signed in person. not by a computer. It is very suitable for framing, and we also send you a wallet card showing your new Ph.D. credentials. Transcripts are available for a transcript fee. Our institution is a legally recognized non-profit 501(c)3 organization permitted by our state law to grant religious degrees. We are exempt from accrediting requirements because we confer only religious degrees, not academic ones, degrees designed for working clergy. If the Ph.D. requirements are too much for your schedule, you might wish to receive the theological equivalent of the Ph.D. the Doctor of Theology –Th.D. Or you may wish to pursue a Doctor of Divinity or Doctor of Ministry degree from our Seminary. These are time honored religious doctoral degrees which take less time and have lower tuition fees, but still allow you to attach Dr. to your name and letters after your name (post-nominal letters). School Colors: The colors of the Seminary are emerald green and ivory. You may wish to order a cap and gown and a doctoral sash for an official portrait photograph. (The Seminary store does not carry these items, but you may order them from cap and gown companies).

About our graduate programs:

The Department of Religious Studies offers training in the religious dimensions of the human experience in diverse traditions and cultures around the world and through time. The department emphasizes the cross-cultural comparative and multidisciplinary approach to the study of religions. Our graduate program is designed to provide students with an understanding of classical and contemporary theories of religion, the linguistic and methodological skills to develop and carry out rigorous and significant research, and in-depth, specialist education in the religious dimensions of particular regions and/or traditions. The department embraces both humanistic and social scientific approaches to the study of religion and emphasizes the importance of advanced study of relevant languages. Faculty members employ a variety of methods in their research and draw from a wide range of theoretical perspectives.

The graduate curriculum provides students with essential preparation in theory and method in the study of religion and focused training in languages, traditions, and religious cultures. The department has particular strengths in in five cultural areas (East Asia [China Japan], South Asia [India], and Central Asia [Tibet Mongolia], North America, and the Mediterranean Basin) and a range of traditions, including Buddhist, Hindu, Jewish, Christian, Islamic, and Native American. Unique to our department is our commitment to offering language training in Arabic, Coptic, Hebrew, Hindi, Pali, Pashto, Persian, Sanskrit, Syriac, Targumic Aramaic, Tibetan, and Turkish. Students are expected to use multi-disciplinary approaches, drawing on philological, philosophical, historical, literary, anthropological, sociological, and psychological theories and methods as appropriate to their research. Students pursuing a doctoral degree in Religious Studies may petition to add the following Optional Interdisciplinary Ph.D. Emphases: Ancient Mediterranean Studies, Cognitive Science, European Medieval Studies, Feminist Studies, Global Studies, Translation Studies.

Departmental and Area Specific Requirements: Doctoral study in the department is structured in terms of general departmental requirements, including core courses required of all students, and additional requirements specific to each of the formal areas of study within the department: Buddhist Studies, Christian Traditions, Islamic Studies, Native American Religions, East Asian Religions, Mediterranean Religions, Jewish Studies, Religions in North America, South Asian Religions, Philosophy and Religion, and Religion and Culture. Area-specific requirements spell out faculty expectations beyond the departmental minimum for students specializing in the area: language and other course work, and doctoral exams. The MA-PhD program has two tracks, depending on the amount of language study required in the different areas. Track 1 students are expected to complete the Ph.D. in seven years; Track 2 students in 8 years.

Three degree-granting graduate programs are offered:
The master’s programs provide a general orientation toward religious studies. The MA Plan I, is earned in the process of completing the Ph.D and is designed to prepare students for continuation in UCSB’s PhD program. The MA Plan II, is a terminal MA intended for students who desire broad and rigorous training in religious studies, but will not pursue doctoral study in our department. The MA Plan II is more flexible than the MA Plan I and does not require a formal thesis. The doctoral program is intended for students preparing for university teaching and research or other careers for which a doctoral degree is desirable.

Areas of Study

M.A./Ph.D. degree program

The M.A./Ph.D. degree program is appropriate for students applying with a B.A. whose career path includes university teaching and research or other professions for which a doctoral degree in religious studies is desirable. Students applying to this degree program complete the M.A. degree on the way to earning the Ph.D.

Ph.D. degree program

The Ph.D program is appropriate for students coming to UCSB having already earned a Master s degree in Religious Studies or its equivalent and preparing for university teaching and research or other careers for which a doctoral degree is desirable.

M.A. Plan II degree program

The M.A. Plan II degree program is designed to offer flexible and rigorous exposure to the academic study of religion for professional or career development in other fields (for example, public school teachers, journalists, museum professionals, NGO and non-profit staff). Additionally, applicants who are interested in pursuing the academic study of religion but hold a B.A. or B.S. outside of the humanities will find this program helpful for preparing them for future PhD training in religion by taking advantage of the department s rich resources in language training, foundational theoretical offerings, and rigorous coursework across religious traditions and geographic areas. This degree emphasizes coursework and does not require a thesis. Note: This is a terminal Master s degree program, typically completed in one academic year (three quarters) but open to longer residency. The M.A. Plan II program does not lead to Ph.D. work in Religious Studies at UCSB.

A flexible degree option that can be earned online. The WIU Bachelor of Arts in General Studies (BGS) degree program, formerly the Board of Trustees Bachelor of Arts. was developed in 1972 to provide an opportunity for individuals to earn a regionally accredited undergraduate degree in a manner compatible with the their educational needs and lifestyles. The BGS degree is a highly individualized, flexible, non-majored undergraduate degree which may be completed fully online by students who are place-bound due to work and/or family responsibilities; on-campus; or a combination of both formats. Since its inception, over 8,400 individuals have graduated from the degree program.
